Overview

Effective August 28, 2025, Missouri will implement significant labor law updates, including the repeal of the state’s Earned Paid Sick Time provisions and revised minimum wage requirements for public employers.

What Changed

Missouri has enacted two major legislative changes under House Bill 567 (2025):

  1. Earned Paid Sick Time Repeal: Governor Mike Kehoe signed HB 567 on July 10, 2025, eliminating the provisions of RSMo 290.600–290.642 effective August 28, 2025. Employees may only accrue earned paid sick time from May 1, 2025 through August 28, 2025.
  2. Minimum Wage Expansion: Effective August 28, 2025, Missouri’s minimum wage law will extend to cover public employers, defined as the state and all its political subdivisions, including departments, agencies, boards, commissions, and school districts. Non-exempt employees of these employers must be paid no less than $13.75 per hour beginning August 28, 2025, increasing to $15.00 per hour on January 1, 2026.
